About the Program

This is an accredited two-year Master's program "Öffentliche Verwaltung - Polizeimanagement" conducted by the Fachbereich Polizei of the HföD for the entire Bavarian Police. The program is for high-performing police officers who are selected through a multi-year selection process for positions in the fourth qualification level (formerly higher service). The program consists of 10 modules: 1. Police in Administration, Politics and Society, 2. Special Aspects of Constitutional and Intervention Law including European Legal Influences and Legal Methodology, 3. Fundamentals of Operational Management, 4. Leadership of Employees; Public Service Law, 5. Design of Organizations, 6. Criminal Sciences, 7. Traffic Safety Work of State Police or Federal Police, 8. Police Information Gathering, 9. Phenomenon-based Police Operational Management I, 10. European Police Cooperation and National and International Police Cooperation. The program is structured into two study years: the first year (Modules 1-10) takes place at the Police Department in Bavaria, while the second year (Modules 11-16 plus elective modules) is conducted centrally at the German Police University in Münster for all police students from federal and state authorities.
