About the Program
The EMPA programme is an optional part complementing the Master's programme "Verwaltungswissenschaftliches Aufbaustudium" at DHV Speyer. It aims to provide future civil servants and young executives with an understanding of the duties and requirements of modern public administration. The program focuses on multilevel-governance in the German Federal System and the special role of law in German administration. Participants will acquire knowledge and capability to fulfill boundary-spanning functions at different levels of administration and in different policy areas. Students can choose two core areas from: Public tasks, organization and proceedings; Public management; European and international affairs; Government and economy.
