Choose TestDaF: If you are applying from Turkey, if you will apply to more than one Universität, or if you are not yet in Germany.
Choose DSH: If you are still not in Germany, are attending a language course, and have identified your target Universität — the DSH is already offered at that Uni's Studienkolleg.
Practical Tip
For most international students, the most logical path is: first take the TestDaF in Turkey, get your acceptance letter, and go to Germany. If the TestDaF was not sufficient for your initial application, prepare for the DSH at the Studienkolleg.
You can read more about the Universität system in Germany in the beginner's guide.
