Is a dormitory address sufficient for Anmeldung?
Yes, a dormitory address is fully valid for Anmeldung — for Studierendenwerk dorms, the dormitory administration is the landlord; they provide the Wohnungsgeberbestätigung.
Process
- After moving into the dorm, request the Wohnungsgeberbestätigung from the dorm reception within 2-3 days.
- Make an appointment at the Bürgeramt (online or by phone).
- Bring the following to your appointment:
- Passport + visa
- Wohnungsgeberbestätigung (obtained from the dorm)
- Anmeldeformular (pre-filled)
- The appointment takes 15 minutes, and the Meldebescheinigung (registration certificate) is issued immediately.
- Your SteuerID will arrive by post within 2-4 weeks.
Is a Dorm Address Not Sufficient?
The only exception: Subletting (Untermiete) situation — if a student sublets their dorm room to someone else. In this case, the written permission of the Hauptmieter (main tenant) is required, which most dorms do not allow.
Important
14-day rule: If you do not complete your Anmeldung within 14 days of arriving in Germany, you risk a fine of up to 1,000 € (rare in practice, but can cause problems with visa extension).
Temporary dorms (1-2 weeks of emergency housing) are not suitable for Anmeldung — if the dorm contract states "Kurzzeitmiete," the Bürgeramt will not accept it.
