Short answer: Germany's public universities are mostly free for international students — but not "completely free". A Semesterbeitrag of 100–400 € is paid every semester, and in the Bundesland of Baden-Württemberg, there is a tuition fee of 1,500 €/semester for non-EU students. Private Hochschulen are a different world: 6,000–30,000 € per year. Your main budget item is not education, but living expenses (850–1,300 € per month).


Is university education in Germany really free?

The most frequently repeated information in international student forums is: "Education in Germany is free." True, but incomplete. In the vast majority of Germany's 400+ public Hochschulen, there are no Studiengebühren (tuition fees) — but looking at the entire process, there are three different items, and none of them are zero:

  1. Studiengebühren (tuition fees) — 0 € in most Bundesländer, 1,500 €/semester in Baden-Württemberg for non-EU students.
  2. Semesterbeitrag (semester contribution) — Mandatory 100–400 € every semester, at every Universität.
  3. Living expenses (rent, insurance, food, transport) — **850–1,30
