Can I make a visa application from Germany with my Master's admission letter?
No — a national visa (Studium D type) cannot be applied for from Germany. You need to apply at the consulate in Turkey.
Why?
According to § 71 AufenthG, national visa applications are made at German missions abroad. Even if you are in Germany as a tourist, you must return to your country for the visa application process.
Exceptions (Very Narrow)
Situations where you can apply from Germany:
| Situation | From Germany? |
|---|---|
| Came with a Schengen visa, then decided to stay | No |
| I am an EU citizen, my spouse is Turkish | Family reunification |
| I have a residence permit in an EU country | In some cases |
| High-level researcher/specialist | Yes (special regulation) |
| Standard international student | No – Application mandatory in Turkey |
"Come with Schengen, then switch" Strategy
This is a common misconception. If you come to Germany with a Schengen visa:
- You have the right to stay for a maximum of 90 days / 180 days
- You cannot apply for a national visa within this period
- University Anmeldung does not grant temporary student status for those awaiting a visa
- You must return to Turkey when the period expires
Practical Way
- Get your Master's admission letter
- While living in Turkey, get a consulate appointment
- Prepare Sperrkonto, insurance, documents
- Wait in Turkey, fly when the visa is issued
- On the day you arrive, Anmeldung + university enrollment
If you say "I want to get to know Germany during my waiting period"
Travel for 2 weeks with a Schengen visa, stay in a hostel/Airbnb, visit the university — then return to Turkey and wait for your visa. This is a legitimate way.
